A single model answers with a single voice, and a single voice is confidently wrong more often than anyone likes to admit. So JEV doesn't answer. JEV convenes.
Five agents take their seats around the table. Each one looks at the same question from a different side: what breaks, what ships, what it costs, what happened last time, who it lands on. They argue it out in the open. Then the chair, who never votes, writes down the one decision the room can stand behind, with every objection kept on the record.

The chair listens, weighs and summarizes. It does not vote and does not argue.

When three of five seats object, the session trips. The room says so, and the question goes back to a person.
